SEC requests the public prosecutors to file a civil lawsuit against 13 offenders for manipulating the prices of MAX, EIC, NEWS and NEWS-W5 securities

Bangkok, 21 August 2025 – The Securities and Exchange Commission (SEC) has requested the public prosecutors to file a civil lawsuit against 13 offenders in the case of manipulating the prices of the following securities: (1) Max Metal Corporation Co., Ltd. (MAX), (2) Electronics Industry Public Company Limited (EIC), (3) News Network Corporation Public Company Limited (NEWS), and (4) NEWS Warrants Series 5 (NEWS-W5). The request for the civil lawsuit aims to seek an imposition of civil sanctions with the maximum applicable statutory penalties.

Earlier, the Civil Sanction Committee (CSC) resolved to impose civil sanctions on the 13 offenders* for jointly manipulating the prices of MAX, EIC, NEWS and NEWS-W5 securities (as the case may be), requiring them to pay civil penalties totaling 155,092,540 baht. The 13 offenders are: (1) Mr. Yanyong Intarasongkarw, (2) Mr. Ekkavit Kamontaypa, (3) Mrs. Woranan Lertkulthum, (4) Mr. Panurak Saengaram, (5) Miss Kannida Tangkittrongcharoen, (6) Mr. Koravit Asawakul, (7) Miss Kanchanarath Wongphan, (8) Mr. Suvit Pipatvilaikul, (9) Mrs. Orapin Piputvilaikul, (10) Mr. Phisit Piputvilaikul, (11) Mr. Songkarn Tansiri, (12) Mr. Pakkawan Wongopasi, and (13) Mrs. Maliwan Wongchinsri.  

In this regard, all 13 offenders refused to comply with the civil sanctions imposed by the CSC. It is thus considered that these offenders did not consent to settle the case at the SEC level. Therefore, the SEC has submitted the case in writing to the public prosecutors for filing a lawsuit in the Civil Court to seek civil sanctions with civil penalties at the total amount of 202,022,012 baht plus interest, which are the maximum applicable statutory penalties. 

Furthermore, the SEC has reported the proceedings in this case to the Anti-Money Laundering Office (AMLO) for further consideration of actions under their authority as the offenses related to unfair securities trading constitute a predicate offense under the Anti-Money Laundering Act B.E. 2542 (1999).
