Following
the SEC’s initiative to enhance sustainability-related information disclosure,
including climate-related information, of the listed companies in line with the
ISSB standards through a phased-in approach, together with transition relief
measures that take into account consistency with international context as well
as unity and alignment in corporate reporting, the SEC has revised the relevant
reporting forms and registration statements to align with IFRS S1 and IFRS S2
issued by the ISSB, and has required the listed companies and their relevant
entities to progressively disclose information in accordance with such
standards,
These
will begin with the listed companies that are classified as a constituent of
SET50 in
the December 2026 index review period to
mandatorily report information for the year 2027, followed by the listed
companies that are classified as a constituent of SET100 in the December 2027
index review period, to mandatorily report information for the year 2028. The
requirements will subsequently be extended to all listed companies on the Stock
Exchange of Thailand (SET) and the Market for Alternative Investment (mai), as
well as Real Estate Investment Trusts (REITs), Infrastructure Funds (IFFs),
Infrastructure Trusts (IFTs), and Property Funds (PFs) in the following phases,
as detailed in the table below.
| Reporting Entities | Effective timeline | Reporting period |
| SET50: For December 2026 Index Review | 2027 | 2028 |
| SET100: For December 2027 Index Review | 2028 | 2029 |
| All listed companies on SET (including IPO) | 2029 | 2030 |
| All listed companies on mai and REITs/IFFs/IFTs/PFs
(including IPO) | 2030 | 2031 |
To
support the business sectors in appropriately adapting and developing data
systems, the SEC has prescribed five transition reliefs, comprising the
exemption from comparative information in the first year of reporting the
disclosure of climate-related information, flexibility in the reporting
timeframe, use of equivalent greenhouse gas emissions
(GHG emissions)
calculation standards and exemption from disclosure of Scope 3 GHG emissions
during the initial period of implementation.
In
addition, the SEC requires the disclosure of GHG emissions information to be
verified by assurance providers in accordance with internationally accepted
assurance standards, in order to promote the reliability of information
disclosed to investors and the public.
The SEC
has therefore issued nine related notifications* regarding the enhancement of
sustainability-related information
disclosures by the
listed companies in accordance with ISSB standards. The notifications have been
in effect since 26 October 2026. The SEC has also prepared the relevant
reporting forms, the annual registration statement/annual report Form 56-1 One
Report-S, as well as a disclosure manual for preparing the registration
statement, as published on the SEC official website, to promote knowledge and
understanding of sustainability-related financial disclosures in accordance
with the ISSB standards.
In this
regard, the SEC has implemented capacity building initiatives for the private
sector’s readiness through training programs since 2024 and will continue to do
so, and has also prepared disclosure manuals in collaboration with domestic and
international strategic partners, in order to enhance capacity, knowledge, and
understanding and to facilitate a smooth transition for the listed companies
towards sustainability-related information disclosures in accordance with the
ISSB standards.
