SEC requests public prosecutor to file a civil lawsuit against an offender in connection with PRINC share price manipulation

Bangkok, 2 December 2025 – The Securities and Exchange Commission (SEC) has requested the public prosecutor to file a civil lawsuit against an offender in the case of PRINC share price manipulation to seek an imposition of civil sanction with the maximum applicable statutory penalties.

Earlier, the Civil Sanction Committee (CSC) imposed civil sanctions on six offenders* for manipulating the share price of Principal Capital Public Company Limited (PRINC), requiring them to pay the total amount of 426,795,221 baht (comprising civil penalties, compensation in the amount equal to the benefits received or that would have been received and reimbursements for investigative expenses incurred by the SEC). These offenders were also prohibited from trading securities and derivatives for 33.5 months or 28 months or 36.5 months or 34 months or 17 months or 20 months each (as the case may be) and were barred from serving as directors or executives for 67 months or 56 months or 73 months or 68 months or 34 months or 40 months each (as the case may be). 

In this regard, while five offenders agreed to comply with the civil sanctions imposed by the CSC, the other offender named Miss Pichaya Krimwongrat refused to extinguish the case. Consequently, the SEC shall bring an action against this offender in the court.
 
Therefore, the SEC has submitted the case in writing to the public prosecutor for filing a lawsuit in the Civil Court to seek civil sanction with civil penalty at the total amount of 63,326,886 baht plus interest, as well as a prohibition of securities and derivatives trading and a bar from holding the director or executive positions at securities issuing companies or securities companies, with the maximum applicable statutory penalties. 
 

Furthermore, the SEC has reported the proceedings in this case to the Anti-Money Laundering Office (AMLO) for further consideration of actions under their authority as the offenses related to unfair securities trading constitute a predicate offense under the Anti-Money Laundering Act B.E. 2542 (1999).
