SEC advises holders of seven tranches of ALL bonds to submit a request for debt repayment in the bankruptcy case within 22 April 2024

Bangkok, 8 March 2024 – The Securities and Exchange Commission (SEC) is advising the bondholders of all tranches of All Inspire Development Public Company Limited (ALL) bonds to submit a request for debt repayment in the bankruptcy case to the Legal Execution Department electronically or in person or via the Proxy Form of the Legal Execution Department to the official receiver or at the Legal Execution Department offices nationwide.

On 6 February 2024, the Central Bankruptcy Court issued an order of total receivership of ALL. Pursuant to the Bankruptcy Act, B.E. 2483 (1940), the next step is for creditors to submit a request for debt repayment to the official receiver of the Legal Execution Department within two months from the publication date in the Government Gazette on 20 February 2024. The deadline is set on 22 April 2024*. In order to prevent the bondholders from losing their right to the debt repayment, the SEC is therefore suggesting each holder of ALL bonds to submit a request for debt repayment through the following channels:  

          1) Electronic submission: The bondholders may use the electronic form and attach supporting documents through the procedures, terms and conditions specified on the Legal Execution Department website at https://reqonline.led.go.th/

  2) Hardcopy submission at the Legal Execution Department: The bondholders may submit a request for debt repayment to the official receiver at the Opposing Party Division, 2nd Floor, the Legal Execution Building or the Legal Execution Department offices where the debtor has residence or the Legal Execution Department offices nationwide. The Request Form is downloadable on the Legal Execution Department website:  https://www.led.go.th/form/form.asp.

Currently, ALL has seven tranches of outstanding bonds with the issuer’s right of early redemption, as detailed below:  

  1. ALL220A: DEBENTURES OF ALL INSPIRE DEVELOPMENT PUBLIC COMPANY LIMITED No. 4/2020 Due 2025; 

  2. ALL232A: DEBENTURES OF ALL INSPIRE DEVELOPMENT PUBLIC COMPANY LIMITED No. 1/2021 Due 2025;

  3. ALL235A: SECURED DEBENTURES OF ALL INSPIRE DEVELOPMENT PUBLIC COMPANY LIMITED No. 5/2020 Due 2025;

  4. ALL23OA: SECURED DEBENTURES OF ALL INSPIRE DEVELOPMENT PUBLIC COMPANY LIMITED No. 2/2021 Due 2025;

  5. ALL244A: SECURED DEBENTURES OF ALL INSPIRE DEVELOPMENT PUBLIC COMPANY LIMITED NO. 3/2021 DUE 2026;

  6. ALL242A: SECURED DEBENTURES OF ALL INSPIRE DEVELOPMENT PUBLIC COMPANY LIMITED NO. 1/2022 TRANCHE 1 DUE 2026;

7. ALL252A: SECURED DEBENTURES OF ALL INSPIRE DEVELOPMENT PUBLIC COMPANY LIMITED NO. 1/2022 TRANCHE 2 DUE 2025.
