SEC public hearing on proposed amendments to IA refresher course regulations

Monday 28 April 2025 | No. 107 / 2025

Bangkok, 28 April 2025 – The Securities and Exchange Commission (SEC) is seeking public comments on proposed amendments to the regulations on refresher courses for investment analysts (IA) to improve the overall refresher process, making it more appropriate and aligned with IA roles and responsibilities.

The SEC proposes to revise the IA refresher course regulations to enhance their knowledge review criteria to be more appropriate and serve the needs of their roles and responsibilities. A previous public hearing on this matter showed that the majority of respondents agreed with the proposed amendments and provided additional useful suggestions. The SEC has therefore reviewed the principles and drafted relevant regulations, with the key points as follows:

(1) To revise the refresher criteria for IA to include a minimum number of training hours required for the course, in alignment with the roles of IA;

  (2) To designate the Stock Exchange of Thailand (SET), which is recognized by the SEC and acts as the central agency, to define the scope of knowledge and training standards and approve the refresher course for IA renewal, ensuring common standards across the industry;

  (3) To establish transitional provisions to accommodate the refresher course training for IA who have already started training under the current criteria, including the full course training for IA who have missed renewal and wish to seek re-approval.

It is expected that the above amendments will take effect from 1 July 2025.

The public consultation is available at the SEC website at https://www.sec.or.th/TH/Pages/PB_Detail.aspx?SECID=1069 and the legal hub at https://law.go.th/listeningDetail?survey_id=NTI2NkRHQV9MQVdfRlJPTlRFTkQ=. Stakeholders and other interested parties are invited to submit their comments and suggestions via the websites or email: nathiya@sec.or.th or witchulada@sec.or.th. The public hearing ends on 10 May 2025.
