The Securities and Exchange Commission (SEC), in collaboration
with the International Capital Market Association (ICMA) and the Global Green
Growth Institute (GGGI), hosted the seminar “Transition in Thailand – Building
Market Readiness and Regulatory Consultation.” The seminar aimed to enhance
understanding of ICMA’s transition finance standards and to present proposed
regulatory improvements to support Transition Bonds and Thailand Amber Bonds.
It also covered enhancements to sustainability-themed bonds disclosure
requirements, for which the SEC is currently seeking public comments*.
Approximately 80 participants attended, including bond issuers, underwriters,
advisors, independent external reviewers, and representatives from relevant
agencies, on 30 April 2026 in Bangkok.
At the opening session, Mr. Paiboon Dumrongwaree, Assistant
Secretary-General of the SEC, highlighted the importance of transition finance
and the SEC’s ongoing efforts to develop regulatory frameworks to facilitate
the issuance and offering of bonds with proceeds specifically allocated to
transition‑related projects.
