The TouristDigiPay is a sandbox project to test the conversion of digital assets into Thai Baht for ​spending purposes. Its objective is to promote the use of innovation and digital assets in supporting economic growth and tourism in Thailand by providing more options and convenience for foreign tourists who hold digital assets, allowing them to exchange these assets into Thai Baht for spending in Thailand via e-money systems. Approved business operators will have a testing period of up to 18 months, with appropriate risk mitigation measures in place.​​

​1. Must be a licensed digital asset business operator as follows:
(1) digital asset exchange, (2) digital asset broker, or​ (3) digital asset dealer​;

2. Demonstrate that an agreement has been made with an electronic money (e-money) service provider to deliver service under this sandbox;

3. Not currently subject to any order from the SEC Board or the SEC Office requiring system improvements due to non-compliance with relevant regulations;​

4. Have a plan for continuous reporting on test results and service progress to the SEC Office, including collection and submission of requested data;​

5. Have an exit strategy and a service efficiency evaluation plan in place upon leaving the sandbox; ​

​6. Digital asset business operator must perform the identity verification (Know Your Customer: KYC) process concisely before providing services, and must conduct product risk assessments according to the Anti-Money Laundering Regulations, including the SEC Notification No. 20/2025 and other related notifications.​​

​1. Must be a business operator licensed by the SEC, with business operations having been activated upon SEC approval before applying for TouristDigiPay, and must not be in a period of temporary business suspension at the time of application;

2. Conduct a pre-consultation with the SEC Office and the Bank of Thailand regarding system integration and application design before submitting application documents during 25th  September – 26th December 2025;

3. Licensed digital asset business operator must provide services according to the licensed types and must separate TouristDigiPay services from digital asset trading services for investment;

4. Provide the services within the specified period (18 months from the approval date)**

(**The SEC may consider extension to the testing period based on the efficiency and success of the service provision.​)
